SHANDFORD'S STATEMENT OF PURPOSE

Statement of Purpose - Reviewed 15th June 2010

Introduction

Shandford is situated in the picturesque town of Budleigh Salterton a short walk from the sea front and town centre. Due to the lack of excessive development together with the mild climate, Budleigh Salterton is a favourite for the more mature.

Shandford is a delightful character house originally built as a private home and acquired in 1958 for the ‘peace and comforting of old friends in Budleigh Salterton and neighbourhood’ and is set in well maintained gardens. The home has received extensive modernisation and extension over the years. During 2008 & 2009 we carried out an extensive upgrade to our Fire safety precautions throughout the Home. An extension and improvements to our laundry was carried out at the end of 2009.

Aims & Objectives
Aim
We aim to provide accommodation that is suitable to individual clients’ needs, and environments as close to that experienced by anyone living in their own homes. Privacy, dignity and choice are our main aims combining them with safety, security and peace of mind in a caring and professional manner.

Objectives
· We will provide a clean, homely and happy environment with professional care and attention to our Residents.
· Residents will be encouraged to keep their independence, privacy and dignity.
· Residents will be given full opportunity to socialise and contribute to the community of the Residential home.
· Activities in the home will be arranged with our Residents to suit their interests and preferences.
· We will provide a choice of good, healthy, nutritious and interesting food for all cultural and religious needs and requirements.
· Bi-monthly residents meetings are offered where issues which may arise can be discussed and a suitable course of action arrived at to ensure the well being of the Residents and Staff. Meetings may be called either by Management or the Residents themselves at any time.
· We will ensure all food hygiene, health & safety and fire regulations are complied with to provide a safe environment to both Residents and Staff.
· We will ensure that Residents will have the maximum freedom of choice within the restrictions of the regulations applied to the Home by outside agencies specifically those relating to safety.
· We will ensure that the rights of the Residents are maintained and make every effort to ensure that they can exercise their political freedoms including voting.
· We encourage religious freedom and make every effort to ensure Residents can visit churches and other places of worship when and if they choose. Holy Communion is held monthly at the Home.
· Our Residents and Staff will be aware of our aims and objectives and our philosophy of care and operational policy.

Operational Policy
· We will provide suitable staff training in the awareness of needs and the provision of care to our Residents.
· We will ensure that the Home is suitably staffed, with an appropriate mix of skills, at all times.
· We will ensure that staff are aware of, understand and comply with food hygiene, health & safety and fire regulations. Regular fire drills will be operated and supervised.
· We will communicate with staff about the daily running of the Home through handover meetings at every shift change.
· We will produce with each resident, regularly update, and thoroughly implement a Resident’s Care Plan based on an initial and then continuing assessment. An initial review is carried out after four weeks with the resident, their family and the Manager. Care plans are then reviewed on a monthly basis with a Senior member of staff and the resident. Families and advocates are encouraged to participate if the resident chooses. Care plans are available to the Residents and their immediate families if the resident chooses.
· The Manager will be responsible for ensuring the Home is clean, welcoming and safe.
· The Manager will ensure that the kitchen staff are aware of the special needs of the Residents.

Quality

We will strive to maintain the quality of our service through continuous monitoring of all aspects of our residential care facility and through regular reviews of our procedures in consultation with Staff and Residents through periodic meetings. We also send out annual Quality surveys to families and residents. Feedback is monitored and an action plan produced if required.

Our evaluation of the standards and efficiency of the service will help us to adapt to the changing needs of our Residents and maintain the highest standard of quality and total good practice in management of the residential home.


Management & Administration

Shandford Residential Care Home Limited is registered under the Industrial and Provident Societies Act 1965, register number 14887R and is the Registered Provider.

The Home is managed by the Registered Manager, Miss Susan Bissett.

A Management Committee of volunteers is elected at the Annual General Meeting in April each year and listed as Appendix A. The Management Committee works in conjunction with the Registered Manager to ensure the smooth running of the Home. To provide leadership of the quality required, we will do the following:
· Always engage as Registered Manager a person who is qualified, competent and experienced for the task.
· Aim for a management approach which creates an open, positive and inclusive atmosphere.
· Install and operate effective quality assurance and quality monitoring systems.
· Work to accounting and financial procedures which safeguard residents’ interests.
· Supervise all staff and voluntary workers carefully.
· Keep up-to-date and accurate records on all aspects of the home and its residents.
· Ensure that the health, safety and welfare of residents and staff are promoted and protected.

The Service

We are registered to accept elderly people of both sexes. Shandford is a Residential Care Home registered with the Care Quality Commission (CQC) to accept people in the category “OP”. This means that we are a care home providing personal care for those of either sex who are elderly and/or frail. We are not registered for anyone with complex dementia needs or complex physical disabilities.

We offer short respite breaks, if rooms are available, but we do not keep a room specifically for this purpose. We are only able to provide personal care and accommodation. We do not offer intermediate care or rehabilitation.

We do not set out to provide a Nursing Service. However we aim to continue caring for existing residents whose physical and mental health has deteriorated for as long as we are able with the input from the relevant professionals ie. GP’s, District Nurses or Community Mental Health workers.

Choice of home

We aim to keep traditional values of personal attentive service both day and night. Every effort is made to ensure that residents have freedom of choice with a friendly atmosphere, pleasant surroundings and excellent food.

We will ensure that every prospective resident has their needs expertly assessed before a decision on admission is taken. We will write to each person about to be admitted to the home confirming that we are confident that we can meet their needs as assessed. We will offer trial visits to prospective residents and avoid unplanned admissions except in cases of emergency. The policies on Admission, Emergency Admissions and other administrative matters are available on request.

The intention at Shandford is to give residents (and their families) peace of mind and the ability to continue their lives in comfort and safety without worry, while maintaining freedom of choice and privacy. Residents are encouraged to maintain their hobbies and interests and, where possible, develop new ones.

Residents will be consulted about decisions affecting their daily lives, particularly those decisions involving an element of risk, and to choose how, when and if to
receive help with Personal Care. Wherever possible, they are involved in making decisions concerning the way the Home is run. We encourage our residents to participate in bi-monthly Residents Meetings. They are also visited on a daily basis by the Manager or the Member of Staff in charge, when they have the opportunity to discuss any matters privately.

Visitors
It is important for residents’ to maintain friendships and we welcome visits from residents’ relatives, friends and representatives at any time. Whilst it would be appreciated if mealtimes were avoided, hot drinks are available by request for visitors. All visitors should sign the ‘Register of Visitors’ in the porch and a member of staff must be advised if a resident is going out of the Home with a visitor.

The Home
We are registered for 25 residents, all of whom have single bedrooms, currently of which 19 have en-suite facilities.

All our bedrooms are light and airy and all are connected to the call bell system. Residents are encouraged to bring personal belongings, including small items of furniture in order to make their rooms familiar and comfortable. A six person passenger lift, which takes wheelchairs, makes access to the first floor easy.

On the ground floor we have a large communal lounge and dining room which have French doors leading to the patio and the garden. On the first floor, there is a further residents’ lounge with excellent views of the surrounding gardens.

Two assisted baths with electric hoists are provided. This is in addition to the showers within the en-suite rooms.

A Treatment Room on the ground floor is available for use by the homes’ staff and visiting professional services. This may also be used for therapeutic techniques if required.

Privacy & Dignity

We aim to provide personal care to meet the assessed needs of the individual resident and to ensure that their privacy and dignity is maintained at all times.
To achieve this we will:
· Help residents to furnish and equip their rooms in their own style and to use them as much as they wish for leisure, meals and entertaining.
· Offer locations around the home for residents to be alone or with selected others.
· Provide locks on residents’ bedrooms doors if desired, bathrooms and toilets.
· Guarantee residents’ privacy when using the telephone, opening and reading post and communicating with friends, relatives or advisors.
· Ensure the confidentiality of information the home holds about residents.
· Through Manager and her Staff and Management Committee, ensure regular contact between residents, their relatives, their friends and representatives.
· Preserve respect and dignity for our residents by treating each resident as a special and valued individual.
· Help residents to present themselves to others as they would wish through their own clothing, their personal appearance and their behaviour in public.
· Offer a range of activities which enables each resident to express themselves as a unique individual.
